The GEORGIA CONSTITUTION, ART. VIII EDUCATION - SECTION IV, pgs. 52-53 allows “EXCLUSIVE AUTHORITY” to Billions of Annual Tax Allocations and Federal/State Grants to be given to The Board of Regents in a “LUMP SUM” with NO Fiscal Accountability by The Board of Regents or the General Assembly for over a decade.

After fifteen years in the Office of the President at the campus now called Middle Georgia State University (I previously worked with the Chancellor at UNC-Chapel Hill and a Vice President at Mercer University), I have been a University System of Georgia (USG) Whistleblower since 2009.
I am among the increasing number of USG Witnesses who have evidence of alleged MILLIONS of Federal/State Annual Allocations lining the pockets of USG Officials (even after they retire) while Tuition is reported to have increased “85% in the last fifteen years,” with reported Student Services Offices closed and Faculty/Staff salaries stagnant due to The Board of Regents’ “budget concerns.”
i.e., The last three years of my fifteen years in the Office of the USG President, I WAS MANDATED TO FALSIFY USG PRESIDENT DAVID A. BELL OFFICIAL LEAVE REPORTS DUE TO PRESIDENT BELL’S “INABILITIES TO FULFILL HIS PRESIDENTIAL DUTIES” KNOWN BY COLLEGE’S ADMINISTRATION OFFICIALS, FOUNDATION TRUSTEES, USG OFFICIALS AND THE BOARD OF REGENTS.
The fact I verbally objected for three years in private meetings with Levy Youmans, Vice President for Fiscal Affairs, is confirmed in Depositions kept SEALED still today by Attorney General Christopher M. Carr. *I have copies of the Depositions, Affidavits and Documents kept SEALED.
After three years, I submitted a request to USG President Bell (now deceased) to please fill out his Official Leave Reports himself due to “Auditing Guidelines.” Nine days later – after years of “exceeds expectations USG Annual Evaluations” - I was TERMINATED.
USG Witnesses who speak up have corresponded with top elected officials and countless members of the General Assembly, including Higher Education and Appropriations Committees, since 2009 – to no avail.
i.e., Senator Lindsey Tippins, former Chair of the Senate Higher Education Committee, met with four USG Witnesses on 25 February 2019 in his Office during which we gave Chair Tippins copies of serious evidence confirming Fiscal misappropriations which have become the “norm and acceptable” and impacted Georgia families negatively for decades. The USG Witnesses who met with Chair Lindsey Tippins NEVER heard anything from Senator Tippins following their very detailed meeting. One USG Witness at the meeting (name available with request) stated she brought to the attention of the President where she was employed as a Faulty member evidence confirming a Federal Grant for $300,000 inappropriately distributed.
USG President responded to the USG Witness’s concerns by stating: “IGNORE.” *Name of USG President available
With NO responses from top elected officials and the General Assembly after years of requests, TWO USG WITNESSES MET WITH ADAM ABBATE, FULTON COUNTY PUBLIC INTEGRITY UNIT, NOW CHIEF DEPUTY DA - MAJOR CRIMES DIVISION. ABBATE APPEARED INTERESTED - BUT DID NOTHING.
USG WITNESSES THEN BEGAN CORRESPONDING WITH DA FANI WILLIS FOR OVER TWO YEARS. Six USG Witnesses met with DA Fani Willis and her Anti-Corruption and Public Integrity Teams in her Conference Room on 31 August 2021 with HARD-COPY EVIDENCE OF ALLEGED RICO AND MILLIONS IN FISCAL MALFEASANCE - THE SAME YEAR DA FANI WILLIS ALLEGEDLY USED FEDERAL/STATE FUNDS TO FALSELY INDICT PRESIDENT TRUMP, ET AL.
DA Fani Willis should have requested a GBI Investigation and/or Grand Jury Hearing. The evidence USG Witnesses submitted to DA Fani Willis for over two years is NOT Republican or Democrat – IT IS CRIMINAL.
